The government has been as systematic since its early recurrence mechanism underestimate the resources in the formal presentation of the budget as a way to manage discretionary resources that actually generates the State, year after year.
In eight years (2003 to 2010), the current government administration has allocated the equivalent of an entire current budget outside the parliamentary debate.
From Movement Project South , we have always rejected this practice. Question to be reiterated, again rejected, based on two fundamental differences with the government in budgetary matters, namely:
a) We believe in democratic debate the National Budget in Parliament. We do not share, and reject the budget presentations drawn and inconsistent.
b) disagree with the approach of Economic Policy and the Tax Scheme is managed by the Government. From the point of view the approach of considering economic policy and express it in every debate on Budget, that this must have an active role in the development of productive investment and the strengthening of public policies that address social issues. Regarding the tax scheme have steadily reiterated the need for progressive reform in the tax that would add resources for not less than 2% of GDP, equivalent to not less than $ 28,000 million. We have also highlighted the need to improve the financing of the pension system with real resources and in this regard we have proposed many times the return of employer contributions to the 1993 level for large firms resources that would add about $ 21,000 million. Similarly, we discussed the advisability of revising the existing tax breaks (not less than $ 27,000 million).
